Florida Regulates Secondhand Dealers, Secondhand Dealer License

The oversight of Florida’s secondhand dealers, automated kiosk operators, mail-in precious metals dealers, and secondary metals recyclers is carried out by the Florida Department of Revenue, local law enforcement, and various state agencies. To streamline this process, the Department has implemented a comprehensive statewide registration system covering secondhand dealers, automated kiosk operators, mail-in precious metals dealers, and secondary metals recyclers.

If your business involves the sale of secondhand goods, such as household furniture and jewelry, it is mandatory to register as a secondhand dealer. Additionally, businesses engaged in purchasing secondhand goods through automated kiosks are also required to register as secondhand dealers.

For businesses operating in Florida that engage in purchasing precious metals or jewelry through online platforms, the United States mail, or telemarketing, the registration requirement applies, and they must register as mail-in secondhand precious metals dealers.

All dealers must comply with recordkeeping and holding period requirements of Chapter 538, Florida Statutes.
